economise clerical work, all Mr. Fercebois'
recommendations can be carried out.
One European Clerk is necessary not two.
The present Clerk appears to have slight
clerical duties, his work beyond that of
passing emigrants, is chiefly supervisory. If he is not a supervisor he has insufficient
work.
The charge is justified in so far that Mr.
Percebois' remarks apply more or less to
every office in the Colony. The clerks at
the Harbour Office are no worse than else-
-where.
The charge appears to be justified. The
matter is a trivial one.
Facts seem to justify the charge, but here
again the practice is universal throughout
the Colony and most difficult to stop
except by effective European supervision. We agree that as a general rule, the best practice is to call upon clerks to take ther
turn for overtime without extra remuneration
but we do not agree that this should be com-
-pensated by granting leave during ordinary
working hours. In this case however the
amount of extra pay involved is not great.
